World Health Organization (WHO) Indonesia is seeking an individual to fill the role of National Professional Officer (TFI) in duty station Jakarta, Indonesia for the work around Tobacco Control in Indonesia.


National Professional Officer (TFI)

OBJECTIVES OF THE PROGRAMME

  • WHO is the specialized agency of the United Nations with objectives to promote health, keep the world safe and serve the vulnerable. The WHO Indonesia Country Office directs and coordinates the authority for health by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans, setting norms and standards, improving knowledge dissemination and management, monitoring the country health situation and building sustainable institutional capacity. The WHO Country Office collaborates with the Government of Indonesia in stewardship and advocacy for healthier populations through addressing the determinants of health, and for achieving universal health coverage to ensure accessible, affordable and quality health services for all.

DESCRIPTION OF DUTIES:

Under the direct supervision of the Technical Officer, Health Promotion and Tobacco Control, and the overall supervision of the Team Lead, Noncommunicable Diseases and Healthier Populations, the incumbent will perform the following duties:

  • Provide technical guidance to government counterparts and key stakeholders from across sectors including health, finance and education on the development and implementation of WHO MPOWER strategies for tobacco control in Indonesia;
  • Work closely with nongovernmental organizations, including those within the Indonesian Tobacco Control Network, and development partners at national, regional and global level, on advocacy for tobacco control, particularly in support of action by youth and civil society;
  • Provide technical assistance to the Ministry of Health and partners for capacity building and integration of cessation support services into the health system, including use of new technologies to implement these;
  • Provide technical assistance to ministries, subnational governments and civil society to combat tobacco industry interference, including through implementation of codes of conduct, monitoring, public reporting and accountability systems;
  • Work with the focal point for policy and legislation to support counterparts to strengthen national and subnational tobacco control measures, and to advocate for ratification of the Framework Convention on Tobacco Control
  • Work with focal points from across technical programmes to integrate tobacco control initiatives into other areas of work, particularly health promotion, noncommunicable diseases, tuberculosis control and adolescent health;
  • Provide technical assistance for research, monitoring and evaluation in relation to tobacco control, particularly in light of the COVID-19 pandemic, as well as for surveillance systems and dissemination of evidence;
  • Develop and implement strategic health communication materials on tobacco control through traditional and social media, tailored to target audiences;
  • Produce policy and technical briefs, background documents, reports, and relevant products to support advocacy for and action on tobacco control;
  • Ensure timely and appropriate implementation, monitoring, reporting and evaluation of the biennial collaborative workplan for tobacco control;
  • Any other duties as assigned by the Technical Officer, Team Lead or WHO Representative.

Required Qualifications:
Education:

  • Essential: University degree in public policy, health policy, public health, or medical sciences, from a recognized university
  • Desirable: Master degree (or higher) in public policy, health policy, public health, or other relevant field.

Experience

  • Essential: At least 1 year of experience working in public health tobacco control programmes at national or subnational level.
  • Desirable: -Training in tobacco control leadership, advocacy, and/or strategy and programme implementation.-Work experience with UN agencies or international development organizations

Skills

  • Sound technical knowledge of the evidence base for tobacco control
  • Understanding of equity and a commitment to eliminate inequalities in health and in the determinants of health
  • Ability to adapt WHO global strategy and policy guidance to national context
  • Ability to form effective working relationships with government counterparts and key stakeholders
  • Ability to advocate effectively at the highest level
